International Disability Advocacy Resource Exchange 2021/2022 at Eurasia Foundation
Through this Request for Applications (RFA), EF invites individual applications from non governmental disability advocacy professionals in the U.S. and Russia interested in becoming members of the International Disability Advocacy Resource Exchange (iDARE).
Upon selection, professionals in both countries will meet with experts and leaders in the field in the U.S. and Russia and work together to implement small projects improving accessibility, equity, and inclusion for people with disabilities in Russia.
Program Details
Selected members will connect virtually with peers who champion accessibility and inclusion for people with disabilities in Russia and the U.S. Members of iDARE will meet with U.S. and Russian disability advocates and stakeholders, including representatives of nonprofit organizations, companies, associations, and educational institutions to learn about U.S. and Russian approaches to addressing disability-related issues and understand gaps in accessibility equity, and inclusion. Participants will then pair up and implement small projects in Russia, drawing on best practices and issues identified during working meetings on the topics:
- People with Disabilities and the Pandemic
- People with Disabilities and Employment
- Mapping Accessibility and Inclusive Spaces
- Drafting Disability Friendly Policies
EF will develop a documentary film about the program featuring iDARE participants and their small projects. In September 2022, iDARE members will participate in a film screening and panel discussion about the program.
Funding
- iDARE will provide up to $4,000 to each of four (4) international pairs toward implementation of small pair projects in Russia during summer 2022. Funding may be used to procure goods and services in the U.S. and/or Russia between May 1 and July 31, 2022. Use of funds must be consistent with the pair’s proposed budget.
- iDARE participants may but are not required to supplement EF funds with additional resources (i.e. cost-share) to implement projects. All non-EF supplemental funding must be reflected in each pair’s proposed budget.
Eligibility
- Be a citizen or permanent resident of the Russian Federation or the United States.
- Have a proven academic and/or professional track-record in the nongovernmental disability advocacy sector in Russia and/or the US, including employment, pandemic response, and accessibility of public spaces.
- Applicants must be willing to collaborate with other members of the iDARE cohort and other community leaders in the priority areas.
- Demonstrate working proficiency in English language.
- Must be willing to be featured in the documentary film created about the program, including collaborating with documentary filmmaker and confirming Consent for Use of Likeness.
- Must not be affiliated with Russian federal, regional, or local government bodies including but not limited to federal academic and research institutions (except for full-time students).

To be considered for participation in iDARE, applicants should submit a comprehensive and complete online application form, including resume/CV, Statement of Interest, and Consent of Use of Likeness form.
